Implementing the OECD Principles on Water Governance: A Practitioner's Guide

Why the OECD Principles matter

Water governance failures — not water scarcity alone — are responsible for the majority of service delivery breakdowns in both high- and low-income contexts. Corrupt procurement, unclear regulatory mandates, fragmented accountability structures, and opaque data systems collectively cost the global water sector an estimated US $75–150 billion per year in inefficiency and lost investment. The OECD Principles, adopted by all 38 OECD member states and endorsed by over 100 stakeholder organisations, provide a structured framework for diagnosing and addressing these failures.

The three pillars: effectiveness, efficiency, trust

Effectiveness (Principles 1–4) asks whether governance structures are fit for purpose: clear roles between national and local governments, coherent basin-scale planning authorities, sound regulatory capacity, and adaptive management frameworks.

Efficiency (Principles 5–8) addresses resource allocation: sustainable financing, cost-benefit analysis capacity, regulatory incentives for investment, and innovation frameworks.

Trust and engagement (Principles 9–12) covers the social legitimacy of water governance: stakeholder engagement mechanisms, data transparency, integrity and anti-corruption practices, and inclusive multi-level engagement.

Practical assessment questions

Principle 10 (data, information and knowledge sharing) is commonly the most concrete entry point for reform because its gaps are measurable. Assessment questions include:

  • Is water quality monitoring data publicly accessible in machine-readable format within 30 days of collection?
  • Are utility financial statements audited by an independent body and published annually?
  • Do discharge consent registers include receiving-water quality data alongside effluent compliance data?
